Here's an easy way to find which file didn't copy - then at least you can troubleshoot why. Open file libraries/joomla/filesystem/folder.php and find the three instances of the text 'Copy file failed' Copy file failed - file: /home/gjctest/public_html/febo/components/com_jce/editor/tiny_mce/plugins/clipboard/classes/config.php
 Now with a file manager browse to that file - wrong permissions!  Change permissions to 644  re-run the install/update - you may find some more files with 400 etc permissions (they can't be wriiten by anyone - some hosts run scripts that set all files with names like config.php etc to 400) - fix them (they will be shown with the error as before.
